EU's Barnier: new Brexit draft treaty is a decisive step

European Union's chief Brexit negotiator Michel Barnier begins the long-awaited speech on the new Brexit draft treaty and said:

   •  New Brexit draft treaty is a decisive step. 
   •  Agreed on large part of what will be withdrawal deal. 
   •  Ireland remains an issue.
   •  We are not at the end of the road.
   •  Complete accord on financial settlement and citizens rights
   •  Expat citizens can now be assured on Brexit terms
   •  We have transition deal
